Overview
Situation
The Marine Corps Enterprise IT Services (MCEITS) program had a requirement for scalable turn-key technology solutions and services to field a Marine Corps enterprise transformation and modernization initiative. The goal was to provide an application hosting capability, enterprise shared services, access to enterprise-wide information, and the ability to collaborate and share information across the Business and Warfighter Domains.
Key components of the solution included:
- A data center facility infrastructure
- A managed set of shared service applications and management infrastructure establishing a baseline set of hosting and provisioning capabilities
- A representative of the operational enterprise, with an enterprise testing and integration capability.
- A functional architecture design for IT Service Management processes with a suite of tools to support the automation of this architecture.
Cask Action
Cask support of the $300M MCES portfolio required analysis (cost, schedule, performance), market research and analysis, engineering for the implementation of technologies and the development of operational processes for MCEITS. Our holistic approach to Systems Engineering supported the evaluation, architecture definition, modeling and simulation, and implementation of commercial off the shelf (COTS) technologies. Cask established recurring status reviews and activity coordination meetings across PMO competencies to ensure the Government maintained visibility on projects, activities, and deliverables. We also provided Independent Verification and Validation (IV&V) of enterprise architecture products, IA documentation, and configuration recommendations.
Results
Working together with the MCES IT team, Cask provided key strategic acquisition planning and technical integration support across the MCES portfolio to ensure technical success across disparate organizations while balancing cost schedule and performance tradeoffs. Cask started with a single Government-provided IMS and in a very short period of time developed 15 interconnected schedules with high degrees of accuracy. During the transition of the programmatic and systems engineering efforts, Cask developed a comprehensive transition plan, uploaded key documents to a central data repository, and was instrumental in a comprehensive and successful transition of operations. The exceptional performance in Program Management, Cost Estimation, Engineering and Financial Management are reflective of Cask’s ability to support exceptionally large and complex programs. Cask consistently provided exceptional support to the Product Manager which entailed analytical, advisory, and support. Cask delivered high-quality products on time and in some cases ahead of schedule, even when given compressed timelines.
